Questions: This outer diameter of the new seal seems to be slightly greater than the original than was in my vehicle (M38A1). Is there a special tool for installing these that would prevent distorting the seal?

They are the same diameter. Just make sure you have all of the original seal out of there. Make sure part of the outer rim is still not stuck in the housing.

Questions: How do you remove the wheel inner seals on both the front and rear? I have attempted to tap it out with no movement on the seal.

If you arent concerned with reusing them we usually use a needle nose screwdriver that is very thin to pry them out.

They only go in one way. The lip will be tapered.

Questions: I am confused as to where this seal goes. Page 192 of the service manual for universal jeeps (mine is Cj2a) shows a seal item 17. Is that this seal? Also is item 15 and 16 needed if I use new u-joint axles in place of the Bendix axles?
