You typically twist it a bit to push it in or out. It stays put in the resting position.

It stays in place from the inner to outer cable.

Questions: My throttle cable is missing and my throttle is connected with a coat hanger wire. I have not seen in any book how the throttle cable, choke, and throttle linkage are connected- do you have any detailed pictures?

Questions: How does this throttle cable attach to the carb? My 2A has the base of this piece but the rest is missing including, apparently, the carb linkage connection.

Yes, you should have a bracket and wire stop for it to attach directly to your carburetor throttle.
