It depends on your vehicle. Later CJ's had footman loops to buffer it. Earlier ones had wood spacer blocks for the spacing.

I've had the same problem. You could replace the hold off spacers with longer ones so as the wiper motor is further in and the exposed shaft is shorter. Or, what I did, was make new blocks that are tall enough to keep the wiper arm from touching the hood. I made blocks out of 2 x 3, painted black, they look good and work.

3-5/8 is the mounting to the windshield frame on ALL the vehicles listed above. Just like original.
