Questions: Your picture shows shock 8133290A is blue in color which is odd for a M38A1. Is there a reason it's blue and can it be painted?

That is what color the manufacturer paints them. They can be repainted. We have OD green paint too.

If you have just a body lift, then the shocks should not be effected by it so yes.

The A is an interchange number. They are the same.

The rear ones on a CJ-5 are longer extended.
