Questions: I'm having an RMC engine rebuilt in the shop and was told to get 8 sets of keepers/ valve locks. Are these the same thing?

He means an M38 engine, the R is for Replacement, and MC is the Willys model for the M38. It originally used rotating valves on the exhaust valves, not like the standard L134 valves and used different valves, keepers, retainers, and little cups on the bottoms of the valves. If someone is replacing the exhaust valves on an M38 engine, they need to use standard L134 valves, retainers and keepers. No one makes valves for the rotating valves any more, and it probably was a bad idea anyway. So, will these fit? Yes, if you are replacing all the valves with new ones.
