Questions: Hi Mike I have a 57 CJ-5, I plan on converting to the electrical wiper system. Should the 57 have an electrical wiper on the drivers side and a manual wiper on the passenger side? Or both sides electrical?

Originally typically you saw 2 vacuum wiper motors on the CJ-5. So 2 electric would work fine.

No, these stop when they are turned off.

If you have top mounted wipers it will. I don't believe they will work with the bottom mount wipers but have not tried.

They are wired independent but I'm sure it is possible to connect on/off.

Yes, this is for top mounted wipers on your Willys CJ-5.
