how does this part connect to the cable end? There are corresponding holes on each part, but how are they connected together?

Willys Tech:
The shaft on this tapers down to accept the tube on the end of the cable. Then a set pin is used to hold the 2 together.

is this item work with bracket b1226 and hand brake cable # 646142.
