What does this latch to on the outer frame ?

This goes on the inner frame and latches on your striker on the outer frame.

my 1948 CJ2a already has a frame latch on the driver side and passenger side. there is no sign that a center latch was ever there. what gives?
Willys Tech:
It is just missing. They originally had a center latch to seal the inner to outer windshield frames.
