I have an M38A1 1954 Willy, No horn, no turn signals. What do I need to get this problem fixed?

Does this kit have everything I need to put the horn into operation? there is nothing on my steering wheel. I have a horn under the hood, but nothing else. Do I also need the horn repair kit SKU 802359?

I have the Ross steering gear box from an M38 but the worm tube shaft is from a CJ3A which is 41 1/2” long. Will this work in my setup?
