can these be adapted with an amber lens to be used for signal lights ? for a 1951 m38

These are 6 volt units. If you are running 24 volt we have the proper blackouts part number: 874166 but if your 12 volt then I would recommend part number: 2A0604-DF and you can paint OD green.

are the teeth on the starter side beveled or straight? In other words, is there a particular side that faces the clutch?

Yes they are beveled just like original.

I am planning on having the flywheel balanced. Should the ring gear be changed before that is done? And what should I look for on the existing ring gear to determine if it needs replacing?

Yes I would recomment it. See if you have any worn or broken teeth.
