Should a 1945 MB have had one of these installed on it?

Typically yes it would.

My GPW has this assembly BUT it is missing the lower part in the diagram above. Can I purchase this bracket as a separate part? Thanks

Willys Tech:
They never used them on the CJ-2A. I believe not all MB's had these on them.
