I just want to be sure I am ordering the right part but does this part go all the way under the passenger side toolbox to where your feet rest?

It goes under the tool bin which would weld onto of it and to the start of the bend for the toe board.

Is this panel bent where it meets the bodyside? and the toe kick appears to be no more than 2" tall, yet the description shows 6" tall. Which is correct?

Yes, it is bend at the quarter panel side to weld into place. They have changed the way they are made for shipping purposes. It is approx 2 inches up.
