Should I use a gasket adhesive or sealant on the screws? The screws see a bit sloppy (small in diameter) and with or without the lock washer are short and I cannot get them to bite to tighten down with the gasket. Help?

Your tank holes might be wallowed out. Most people just use the cork gaskets. Just make sure its properly secured.

What is the difference between this unit and #640694? Is that just the brass vs plastic float? Are both compatible with Gauge #640763-12?

That is correct. One is plastic float and the other is brass. And yes, both work with 640763-12V
