Is there a washer on the bolt above the lid? Does the spring install under the lid around the bolt? I changed my oil and the spring was installed below the filter element by previous owner. Is there a washer installed on the stem in the bottom of the filter housing first?

Yes, there is a crush washer below the bolt head. The spring will go on the bolt underneath the lid.
