Questions: I noticed you have a fender item 984705 for a M38A1, would you happen to have just repair panels available just a bit of the front of the fender from about where the fender mount light is to the front, just need a patch or if you have any fenders that might have been damaged in shipping? 688234-A and 688233-A are overlay panels. But other than that you can only get the complete fender.

It is the side marker reflector. Early style fenders did not have them. However both fenders will bolt up the same.

Those are the cut out / hole for the side marker lens and bulb in the fender.

Yes these are complete fenders inner and outer.
