I bought a seat pan and a foam seat cushion, covered in vinyl. I'm not sure how those upholstery hooks on the pan engage the underside of the seat cushion. Does it just go into the foam, or does it go through the excess vinyl that hangs over?

This style would typically used with a cushion with a draw string. We can do them that way too if you like.
