What is the difference between this and Item # MANUAL-020

This manual is a great glove box item and goes over a number of different Willys and give technical specs. The MANUAL-020 is a true mechanics manuals and goes over assembly and disassembly.

Would this be the manual for my m38? If not which would be the closest one.

I typically use MANUAL-020 especially if your currently running 12 volt. It wont cover 24 volt systems but does everything else mechanical on the M38.
